This is not a request for a quote, proposal or an invitation for bid, but is intended to serve as a PRESOLICITATION SYNOPSIS ONLY. The solicitation will be available on or around 27 September 2025 on the SAM.gov website at https://www.sam.gov.
The proposed contract is a performance-based acquisition for the contractor to provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Andersen Air Force Base (AAFB), Guam in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The outcomes of this acquisition are consistent with the FAR 37.101 definition of service contracts.
This will be a Firm-Fixed Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) contract.
The contract will include a base period not to exceed 12 months with a provision for four (4) each, 12-month option periods thereafter. There is also an option to extend the contract for a six-month period under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services.
The proposed acquisition is set-aside for 100% HUBZone small business concerns; the Government will only accept offers from eligible small business firms. The NAICS code for this procurement is 561730 (Landscaping Services), which has a small business size standard of $9.5 million.
The Government intends to solicit to SB firms via https://www.sam.gov for a period of 30 calendar days. The government will award a contract from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Government-s strategy is to identify the best value proposal through a streamline process using the Subjective Tradeoff Technically Acceptable (STOTA) source selection procedures.
