This is a Sources Sought notice Only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought is issued for information and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ. This requirement is covered under NAICS code 513210. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources; Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses; Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

SCOPE AND SPECIFICATIONS
The objective of our project includes implementing watershed models to predict performances and impacts of Managed Aquifer Recharge (MAR), understanding groundwater-surface interactions, and accurately computing water availability. These objectives require calibrating/validating various models and comparing and synthesizing the model results. The use of various models in our research is very important to provide robust analysis and conclusions. We require a state-of-the-art 3D model that will be employed to study issues related to MAR, groundwater-surface interactions, groundwater sustainability, and impacts of water management where the different management scenarios will be represented by a numerical experiment in the model. The software must use 3D geostatistical and stratigraphic modeling components to simulate the complex water and contaminant transport through various soil structures.
