Purpose: The purpose of this Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth intends to solicit request for proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contracted Emergency Residential Services. Services will be for the Department of Veterans Affairs Leavenworth and Topeka VA Medical Centers.Objective/Milestone: The goal of the HCHV program is to end homelessness amongst Eastern Kansas Healthcare System, Leavenworth and Topeka VA Medical Centers Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Statement of Work. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve homeless male and female Veterans in need of placement in a safe environment with onsite supportive services. The rapid stabilization of the Veterans in other appropriate transitional or permanent housing within 60 days, with no more than 90 days, without a planned reason for the extension, is an expected outcome of this Contract. The VA anticipates issuing a solicitation for this requirement on or about March 12, 2025. The solicitation will be available for download from SAM.gov | Contract Opportunities. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the quotation submission process.
