REQUEST FOR PROPOSALS FOR HEALTH INFORMATION EXCHANGE SERVICES Summary: The Department of Public Health (“City” or “DPH”) is requesting proposals from qualified firms to provide the City with Health Information Exchange (HIE) services in compliance with the Data Exchange Framework mandated by California Assembly Bill 133 (AB 133). These services will enable DPH to exchange health information with its largest insurance provider, the San Francisco Health Plan (SFHP), as well as other Covered Entities as defined and allowed in the Healthcare Insurance and Portability Act (HIPAA). The successful proposer must be a Qualified Health Information Organization (QHIO) as defined in AB 133.
