SFGOV-0000007624 HEPATITIS C (HCV) NAVIGATION AND TREATMENT IN HIGH-IMPACT SETTINGS The Department of Public Health (“City”) issues this Request for Proposals (“RFP”) in search of Proposers that have the necessary qualifications to provide Hepatitis C (“HCV”) Navigation and Treatment services in high-impact settings. High-impact settings include syringe access programs, mobile/street outreach, supportive housing and single-room occupancy (“SRO”) housing sites, Narcotic Treatment Programs (“NTPs”), Medication for Opioid Use Disorder (“MOUD”) programs, drop-in spaces, and sexual health clinics. Proposers may apply individually to Category 1 (HCV Treatment Navigation Services) or Category 2 (Low-threshold HCV Treatment Services), or to both Categories. Category 1 - HCV Treatment Navigation Services: The City may award up to 3 Contracts for HCV Navigation Services (i.e., treatment support). The winning proposers must: 1. Provide HCV Treatment Navigation Services (described in section II.B.1, Scope of Work) in a high-impact setting (described above) to clients disproportionately impacted by HCV, including but not limited to people with a history of incarceration, homelessness, and/or substance use. 2. Designate at least 1.5 FTE program staff to support the coordination and delivery of HCV navigation services, including at least one staff with a minimum of 2 years- experience providing healthcare navigation services or other direct services to priority populations (people who use drugs (PWUD), people experiencing homelessness (PEH), and/or formerly incarcerated people). a.
