Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b) with Cenmed Enterprises, Inc., 121 Jersey Ave., New Brunswick, New Jersey 08901-3275 for a contract the supply of high fructose corn syrup and sodium bicarbonate buffer for the in situ bioremediation of explosives-contaminated groundwater.
The U.S. Army Engineer Research and Development Center (ERDC) Environmental Laboratory (EL) has a requirement to obtain 24,000-gallons of 42% high fructose corn syrup to serve as carbon substrate/electron donor for an in situ bioremediation pilot study. Due to the large quantity, 4 shipments of 6,000-gallons are required. This requirement is intended to be negotiated on a sole source basis due to a worldwide supply shortage of the required items. Only Cenmed Enterprises is able to provide the required quantity of the materials.
This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423490 Other Professional Equipment and Supplies Merchant Wholesalers with a Small Business Size Standard of 150 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
