- The City of Vista (City) is a charter city incorporated in 1963, located seven miles inland from the Pacific Ocean in North San Diego County. Vista is approximately 19 square miles with a population of approximately 100,000 residents.In response to the Citys Strategic Plan to Address Homelessness, adopted in March 2020, the City seeks to establish a year-round Homelessness Navigation Center to serve individuals experiencing homelessness.The City is soliciting proposals from qualified firms or non-profit organizations for a two-phased engagement:Phase 1: Consultation services to identify and assess a site for the development of the Navigation Center.Phase 2: (Optional/Contingent) Operation of the Navigation Center once constructed.
