The U.S. Army Contracting Command - Rock Island (ACC-RI) in support of Computer Hardware Enterprise Software and Solutions (CHESS) program office within the Program Executive Office Enterprise in conjunction with Headquarters, Department of Army (HQDA) Office of the Chief Information Officer (OCIO) is issuing this Combined Synopsis/Solicitation to small businesses for the procurement of Horizon and Workspace One commercial product subscription licenses and software support (hereafter referred to as "Horizon”), IAW Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products. The contract will establish an Army Enterprise License Agreement (ELA) for a three-year period (one-year base, plus two-one year ordering periods) for commercial off-the-shelf Horizon. The ELA will include product offerings for subscription licenses and support for Horizon products. This requirement is to purchase Horizon software packages, related licenses, and associated support. This requirement is issued as a 100% Small Business Set-Aside under NAICS 513210 - Software Publishers.
The U.S. Government intends to award a single, firm-fixed-price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the Lowest Priced Technically Acceptable.
The offeror shall be responsive, responsible, and adhere to all the terms and conditions of the solicitation. See attached documents named below for complete solicitation specifications. The Offeror shall submit pricing as prescribed in the Attachment 0004, Horizon Evaluation Criteria Section L & M.
