- Expression of Interest are invited for HrDM-5.1 Gap Analysis and Updating of the Pavement Deterioration and Works Modelling. Description: The HDM-III Model, released around 1987, stands for Highways Design and Maintenance Standards Model. HDM-III was designed to make comparative cost estimates and economic evaluations of different construction and maintenance options, either for a given road project or for a group of roads on the network, being used mostly at the project level. HDM-III was used to combine technical and economic appraisals of road projects, prepare road investment programs, and analyse road network strategies. The analytical framework has not significantly evolved since the HDM-III software was released in 1987. Many of the technical models in HDM-4 also date back to the technical work underpinning HDM-III. The HDM-4 Model, released around 2000, stands for Highway Development and Management Model. HDM-4 attempted to broaden considerably beyond traditional project appraisals, to provide a powerful system for the analysis of road management and investment alternatives. HDM-4 kept the same structure as the HDM-III model and was used both as a technical tool for the economic appraisal of road projects and to perform road network economic strategic analysis. The HDM-4 analytical framework is based around the concepts of pavement life cycle analysis. This is applied to predict the following over the life cycle of a road pavement: • Road deterioration; • Road work effects; • Road user effects; and, • Socio-economic and environmental effects.
