Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends tonegotiate a sole source contract AIR QUALITY INNOVATIVE SOLUTIONS LLC for Refurbish and Maintenance Services on HVAC Air Handler Units (21 units) at the Captain James Lovell FHCC located in North Chicago, IL. This acquisition is conducted under the authority of FAR 8.405-6(a)(1)(b), Only one source is capable ofproviding the supplies or services required at the level of quality required because the supplies orservices are unique or highly specialized. This will be a firm fixed price contract (one-time purchase) under NAICS 238220.The FHCC is looking for vendors who are capable of providing services that use ATP Testing to facilitate equipment to function in conformance with the latest published edition of National Fire Protection Association Code 90A (NFPA 90A), Occupational Safety and Health Administration (OSHA), Joint Commission (TJC), and Veterans Administration (VA) standards. ATP Testing in HVAC air handlers refers to the process of measuring the presence of adenosine triphosphate (ATP), which is an indicator of biological activity. This testing helps evaluate the cleanliness of air conditioning systems by detecting the presence of active organic matter, such as bacteria and viruses, which can indicate potential contamination. ATP testing is crucial for ensuring the sanitation of HVAC systems, particularly in environments where hygiene is critical, such as hospitals and food facilities. Standards for ATP testing is set by the Air Conditioning, Heating and Refrigeration Institute (AHRI). FHCC is looking for vendors to: Coordinate with the facility to de-energize AHUs. Isolate air handling unit by sealing off adjacent ductwork and using air scrubbing machines. Clean and prepare all surfaces that will be addressed by the contractor including the removal of non-compliant coatings and foams.
