1. PURPOSE OF THIS ANNOUNCEMENT:This is a pre-solicitation announcement of a proposed contract pursuant to FAR 5.204. The US Government intends to announce a contract solicitation for design and construction services as described within this announcement within the next 120 days. This announcement is also meant to help identify potential contractors interested in and capable of performing this design and construction project. This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.

2. INFORMATION ABOUT THE PROJECT:The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build project for the construction of a new primary school facility in Oyem, Gabon. The USACE plans to include basic design criteria in the contract solicitation, with the intent to award a single construction contract to a design-build construction contractor that will complete the 100% design and construct the project.
The project aims to construct a new primary school facility in Oyem, Gabon. A key objective of the project is to facilitate greater access to education in the local population and increasing the enrollment capacity of the area. The project will include the design and construction of a new, turnkey, school facility to include: a rainwater catchment system, construction of a new perimeter fence, new access road and parking lot, and two new classroom buildings with pit latrines. The design phase of work includes requirements for contractor submission of a 65%, 95% and 100% design package for Government review and approval.
