Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a Firm-Fixed-Price (FFP) contract for non-commercial materials on a sole source basis with TTM Technologies, Incorporated (TTM), 815 Broad Hollow Rd, Farmingdale, NY 11735.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, as the Government intends to solicit and negotiate with only one source. NSWCDD requires a ground-based weapon system with both an active Identification Friend or Foe (IFF) interrogator system and a passive IFF system. The IFF systems will interface with a standalone, Government owned, fire direction system. Both IFF systems will be mounted on mobile vehicle platforms. The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” TTM is uniquely qualified to satisfy the requirement as their systems conform to the size, weight, and power specifications necessary to fulfil the Government-s requirement. TTM is the original equipment manufacturer (OEM) and there are no authorized resellers available for these proprietary products, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner.
