The platform was installed in 1965 and, until 2015, produced oil and gas from the South Ellwood Oil Field which was transported via subsea pipelines, to an onshore facility for processing and downstream transport to market. The platform was shut-in after the 2015 Refugio Oil spill near Gaviota and, since 2017, has been under the control of the State of California through the Commission. The Commission has plugged and abandoned the platform's 30 wells, including removing the conductor casing, and plans to decommission the platform sometime after 2025.
