The Government intends to issue a firm fixed price limited competition contract between the OEM, Viavi, and its authorized distributors.
VIAVI is the original designer, developer and manufacturer of the IFF-45TS Test System and is the only source capable of manufacturing this proprietary PSE. VIAVI and their approved authorized distributors are the only sources capable of providing the IFF-45TS Test System. The Government does not have the data rights to the proprietary IFF-45TS Test System technical data that is necessary to support a full and open competition. The Government contacted VIAVI to ask if the rights to the proprietary technical data can be acquired, and VIAVI denied the Government-s request verbally on 21 April 2022. - Documents:
