- Executive SummaryThe purpose of this RFP is to solicit proposals from vendors to perform Informal Dispute Resolutions (IDRs) reviews for Texas Home Living (TxHmL) and Home and Community-based Service (HCS) Providers as mandated by House Bill H.B. 2590 ofthe 85th Texas Legislature. The IDR review process provides Contractor-s recommendations of Provider compliance or non-compliance with applicabler equirements. Respondent shall propose, implement, and maintain an IDR process(the “process”) that will achieve HHSC-s goals which is a process that Providers may dispute regulatory violations cited against them by HHSC.Scope of WorkHHSC provides an Informal Dispute Resolution (IDR) process for Texas Home Living(TxHmL) and Home and Community-based Service (HCS) Providers as mandated by House Bill H.B. 2590 of the 85th Texas Legislature, Regular session. Throughthis process, these Providers may dispute violations cited against them by HHSC.The IDR process is the appeal process offered to the HCS/TxHmL providers after they are cited for regulatory violations by HHSC Regulatory Services.The Contractor will provide an informal review of violations by HHSC Regulatory Services requested by HCS and/or TxHmL Providers (herein referred to collectively as “Providers”).These reviews are limited to findings related to the violation against the Provider and do not include associated penalties or enforcement actions.Contractor must complete each IDR within 25 calendar days specified legal deadline...
