- The City of Thousand Oaks is seeking proposals from qualified and experienced firms to provide professional inspection and materials testing services in support of the 2026 Pavement Overlay, Surface Treatment, and Concrete Replacement Programs. The consultant selected through this Request for Proposals/Qualifications will perform all necessary inspection, sampling, and testing associated with the construction of multiple coordinated capital projects, including the 2026 Pavement Overlay Program (CI 5735), Calle Abedul Pavement Improvements (CI 5809), Hill Canyon Treatment Plant and Water Facilities Pavement Preservation (MI 2626), Pavement Slurry Program (MI 2661), Citywide Concrete Replacement and Sidewalk Repair Project (MI 2659), and Citywide Curb Ramp Project (CI 5734). Services will include field and plant inspection, materials testing, quality assurance documentation, and verification of compliance with City, Caltrans, and Greenbook standards. Work will cover asphalt paving, slurry sealing, micro-surfacing, concrete placement, and associated base and subgrade testing. Testing and inspection will be required for all construction work under these programs.
