This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Quote.

Only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirements. Therefore, Homestead Air Reserve Base (HARB) intends to issue a sole source, firm-fixed price contract under the authority of 10 United States Code (USC) 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i) to Quiescence Diving Services, Inc. (d.b.a. Breathing Air Concepts), 103680 Overseas Hwy, Key Largo, FL 33037 USA. The applicable NAICS is 811310 with a size standard of $12.5M.
Description of the Acquisition Requirements:
Requirement seeks to obtain services to complete inspection/testing, maintenance, and repair of the Fire Department-s compressed breathing air systems at Homestead ARB, FL 33039- Building 706. All work shall be done in conformance with federal, state and local codes and regulations, and NFPA and OSHA requirements. Service should include but is not limited to quarterly service visits to address oil & oil filter change (compressor), purification cartridge change, and system diagnostic checkups, per factory recommendations. Prospective vendor will complete disassembly and replacing of all seals in the purification system as required. Visual and diagnostic testing of the noted air compressor systems, along with obtaining air samples for air testing of said units will also be accomplished. Mako Trailer shall also undergo additional full annual service. Work shall also be performed to inspect, maintain, calibrate, troubleshoot, and repair all components of the referenced compressed breathing air systems, as needed and in accordance with the Performance Work Statement (PWS).
