THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR 13.106-1(b)(1) to Rensselaer Polytechnic Institute Darren Fresh Water Institute (DFWI) located in Bolton Landing, New York for chlorophyll-a and genomic sample analysis for the New York Water Science Center in Troy, New York. The period of performance is 05/01/2025 to 04/30/2026. There are 4 option years. DFWI has provided consistent data for the monitoring project of remote Adirondack lakes funded by the New York State Energy Research and Development Authority (NYSERDA) in New York since 2018. Long-term comparisons of chlorophyll a require consistent data collection and analysis to reduce uncertainty (error) associated with sample collection, processing, and analysis. DFWI is the only company capable of conducting the sample analyses requested in a manner that can maintain the proper level of scientific integrity needed for the results for the NYWSC studies. An award to DFWI is necessary to maintain the continuity of data collected by NYWSC to maintain a high degree of comparability over the years with no loss in scientific integrity.The NAICS code is 541990.
