NOTICE OF INTENT TO AWARD SOLE SOURCE: Under the authority of FAR 13.106-1(b)(1)(i), “Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstance of the contract deems only one source reasonable available.”
The Department of Energy (DOE), Western Area Power Administration (WAPA ), Desert Southwest (DSW) Region, intends to award a purchase order on a sole source basis to ALTEC INDUSTRIES, Inc. to procure replacement parts and repair services for DSW-s Altec AH100 Manlift Bucket Truck.
Altec Industries Inc. is the Original Equipment Manufacturer (OEM) of the AH100 Manlift Bucket Truck utilized by WAPA DSW and has the capability to provide repairs and replacement parts. The replacement parts must be compatible with the Altec Bucket Truck for it to fit exactly to original manufacturer-s design. WAPA DSW has determined that using off-market parts or parts from another manufacturer may place personnel in danger and may jeopardize the safe and effective performance of the truck. Only manufacturer-s parts and personnel specially trained by the OEM to service and maintain this equipment is suitable to complete this requirement. This is considered a sole source to ALTEC INDUSTRIES, INC. and as to the best of WAPA DSW-s knowledge, based on market research conducted, ALTEC INDUSTRIES, INC. is the only known source that can provide the parts and expertise to provide the service and replacement parts for DSW-s AH100 Manlift bucket truck that is critical to ensure continued reliable operation. No known potential alternate sources exist which could satisfy WAPA DSW-s requirement.This notice of intent is NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS; however, the Government will consider responses from all responsible sources received within three (3) days after date of publication of this notice.
