The Air Force Research Laboratories (AFRL) located on Wright-Patterson Air Force Base (WPAFB) requires Special Access Program (SAP) destruction by an authorized SAF/AAZ vendor. This requires the transportation of (SAP) materials to an off-site destruction facility under a two-person integrity system that has been approved by the Department of the Air Force's Special Programs Oversight and Information Protection. This is a new, multi-service requirement that will be fulfilled by various Air Force Research Laboratory (AFRL) institutions located at Wright-Patterson Air Force Base (WPAFB), Ohio, on an as-needed basis after contract award.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 331410 - Nonferrous Metal (except Aluminum) Smelting and Refining. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source Blanket Purchase Agreement (BPA) as authorized by FAR 13.106-1(b)(1)(i) to Sipi Metal Corporation.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Sipi Metal Corps. is an approved SAP Destruction facility and has the capability for all-in-one SAP IT and other materials destruction. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Performance Work Statement (PWS), quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Mike L.
