NOTICE OF INTENT TO AWARD SOLE SOURCE:
(THIS IS NOT A REQUEST FOR QUOTE)
The 4th Fighter Wing Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source firm fixed price contract to ADB SAFEGATE AMERICAS LLC, CAGE 5ED70. ADB Safegate will update the Airfield Lighting Control and Monitoring System (ALCMS) at Seymour Johnson AFB. The project will include integrating the new pilot control radio to the existing ALCMS, the existing HMI will be updated to include a button for the pilot control radio, the new pilot control radio would be tied into the ALCMS via existing ACE I/0. This purchase shall be made under FAR part 12 and 13 procedures; FAR 13.106-1(b)(1) Other than full and open competition applies. The circumstances of this contract action deem only one single source is reasonably available.
Justification for this award includes that maintaining ADB airfield lighting systems with ADB parts is the only way to ensure and maintain conformance to these specifications. The ADB products currently installed on SJAFB airfield, are exclusive to ADB and cannot or will not be interchangeable with parts from other manufacturers. The required upgrades need to be properly integrated, tested, and maintained with the existing airfield lighting system and can only be accomplished by ADB Safegate Americas LLC.
Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing information describing their ability to provide the service listed above. A determination by the Government to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
