The 766th ESS at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a time and materials, sole-source contract to ASRC Communications, Ltd. (ASRCC), under the authority of FAR 6.302-1 - 10 USC 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements.
