INTENT TO SOLE SOURCE
Navajo Area Indian Health Services (NAIHS), Navajo Area Office intends to negotiate a one-time, sole source, firm fixed priced contract with CEPHEID, 904 East Caribbean Drive Sunnyvale, California 94089-1189 for COVID- 19 TESTING XPRESS COV-2 FLU RSV PLUS 10 TESTS Kits. This acquisition is in accordance with FAR 8.405‐6(a)(1)(i)(B): Only one sources is capable of providing the supplies and services required at the level or quality required because the supplies or services are unique or highly specialized.
The Proposed Contractor; CEPHEID is the sole distributor/manufacturer of reagents needed for testing and additional services required for instrument performance. The Test Kits are compatible with the Cepheid Instrumentation utilized by Kayenta Health Center. These kits will be used to provide rapid clinical testing for treatment during respiratory season.
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Janice Martinez. Email: Janice.Martinez@ihs.gov. Only emailed responses will be considered. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Last day to provide affirmative written response is November 2, 2023, 10am EST.
A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.
