Description:
Fiscal Service Procurement, on behalf of the Armed Forces Retirement Home of Washington, D.C. (AFRH-W) intends to make an award to Ensoftek, Inc., 735 SW 158th Ave Apt 140 Beaverton, Oregon 97006, on a sole source basis, under authority of FAR 13.106-1(b)(1) for the purpose of providing an Electronic Health Records System (EHRS), which has been previously provided by the vendor. The agency anticipates awarding a Firm-Fixed-Price Task Order as a Sole Source requirement to Ensoftek, Inc. to acquire licensing, hosting and development services for their proprietary cloud based application, DrCloudEHR. The award will be for one (1) 12-month base period to begin on 12/01/2025, pursuant to FAR Part 6.302-1(b)(1)(i).
A draft Performance Work Statement (PWS) is attached to this Intent to Sole Source. The PWS includes the full requirements description for this acquisition. Interested vendors shall be able to complete all tasks and deliverables in the PWS.
Capable vendors are encouraged to submit written responses for this requirement. Responses should be received no later than 10:00a.m. ET on October 14, 2025. Responses must include sufficient evidence that clearly shows the vendor is capable of providing all required services for AFRH. If no written response is received that clearly demonstrates the vendor’s ability to meet all of the features of the requirement, then Fiscal Service shall proceed with an award on a sole source basis to Ensoftek, Inc.
