THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Human Resources Command intends to award a firm fixed price sole source contract under the authority of Far 6.302-1 (Only One Responsible Source) to:

Sigma Assessment Systems holds sole proprietorship over the MAB-II, making it a sole-source product with no equivalent alternative that meets CAP standards.

The object of this sole source is to provide cognitive and intelligence aptitude assessment for the Colonel Command Assessment Program (CCAP), Battalion Command Assessment Program (BCAP) and Colonel Command Assessment Program (CCAP), and Sergeant Major Assessment Program (SMAP). MAB-II is a cognitive and intelligence aptitude assessment tool that provides a comprehensive and detailed assessment on 10 distinct areas of intelligence. It is commonly used for employment purposes.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
