The Bureau of the Fiscal Service, on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC) intends to make award to National Association of Insurance Commissioners, 1100 Walnut ST STE 1500 Kansas City, MO 64106-2277 on a sole source basis , under authority of FAR 6.302-1, for The National Association of Insurance Commission (NAIC) InfoPro product. The National Association of Insurance Commission (NAIC) has been identified as the only source capable of providing the required content in an arrangement that suits the need of the OFR. The OFR/FSOC needs the National Association of Insurance Commission (NAIC) InfoPro product. InfoPro contains data from the world-s largest insurance regulatory database and helps industry leaders determine market share, conduct market research, and monitor industry trends.
The NAIC InfoPro product covers a wide variety of insurance data including the following: Property/Casualty, Life/Accident & Health, Health, Title, and Fraternal. The product includes annual data from 1991 to 2024 and contains a series of financial statements; security holdings and transactions; and derivative positions and transactions. The service also provides information on corporate credit risk, market structure, corporate bond markets, Treasury markets, derivative markets, and securities financing data from regulatory filings by insurance firms.
These sectors have been important contributors to financial stability risk in the past and continue to be pertinent to OFR-s assessment of risk to the financial system. In particular, OFR closely monitors the corporate and Treasury markets, for which insurers hold a significant fraction of securities.
