The Indian Health Service, Navajo Area Office along with Chinle Service Unit, Crownpoint Service Unit, Gallup Service Unit, Kayenta Service Unit, and Shiprock Service Unit intends to negotiate a sole-sourced award, requirements contract with Vitalant for quality blood products supply available for transfusion, blood components including, packed red blood cells, fresh plasma or platelets, etc. Funded orders from Navajo Area service units will be placed against the resultant requirements contract. The North American Industry Classification System or NAICS code is 621991 with size standard of $40.0 Million Dollars.
Period of Performance will be base plus four (4) option years from July 1, 2025 through June 30, 2030. The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901 - Only one responsible source using Simplified Acquisition Procedures, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..." Market research indicates that Vitalant is the only contractor to supply blood services as other Areas such has Albuquerque, Billings, and Great Plains have issued an Intent to Sole Source with the contractor.
The Navajo Area IHS has been reliably obtaining these products from the proposed sole source for more than 30 years.
This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent.
A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
