This requirement is for the purchase and installation of safety markers on power lines that cross over a section of the local flying area associated to Fort Novosel, Alabama.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 221122 Electric Power Distribution. The Mission and Installation Contracting Command at Fort Novosel intends to award a sole source firm fixed price contract as authorized by FAR 6.302-11(b)(3) to Alabama Power Company.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Alabama Power Company is the only capable vendor since the power poles are proprietary property of Alabama Power Company; therefore, the power poles and power lines are only allowed to have work completed by Alabama Power Company or their subcontractors. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized vendors may submit a capability statement that meets all the requirements in the attached Statement of Work (SOW), proposal or exception to the intent to award on a sole source basis, which shall be considered by the Government via e-mail to Mrs. Rowan Anderson at rowan.e.anderson.civ@army.mil no later than 16 April 2025 at 4:00pm Central Standard Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
