Description
The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award on a sole source basis to only one responsible source in accordance with FAR 13.106-l(b)(l)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product and/ or service and is therefore the only source capable of satisfying the Government's requirement. The Government intends to solicit and negotiate with:

Highland, NY 12528This is considered a sole source to Southeastern NY Library Resources Council (SENYLRC) the reason is - The United States Military Academy (USMA) Library participates in a resource sharing program with the New York Library Reference and Research Resources Council (NY3Rs). The local branch of NY3Rs is the Southeastern NY Library Resources Council (SENYLRC). Empire Library Delivery Service contracts with Custom Courier Solutions to transport books and audiovisual materials to all libraries in the NY3Rs consortium. The USMA Library is one of 119 libraries that participate in the delivery service contract. This agreement is between SENYLRC (vendor) and the USMA Library (government).Vendor Performance Requirements:
-A courier service for library materials with expected turnaround times of 24 hours in Upstate Zone (Albany, Syracuse, Rochester, Buffalo, and Newburgh) and 48 hours in Downstate Zone as detailed in agreement referenced above.
- Service to all libraries in the NY3Rs consortium.
- 5 days a week service with the exception of most US Government holidays.
- Courier service drivers will arrive at approximately the same time each day, within a one-hour window.
- Couriers will deliver to the USMA Inter-Library Loan Office in Room 226.
- Unlimited number of packages can be shipped daily.
