Description
This special notice is to provide industry with information regarding the pre-solicitation conference for the internal Contractor Support Services (iCSS) effort, providing a question submission deadline, and to provide additional updates.
The Pre-solicitation conference will now be held Tuesday 28 January 2025 at 13:00 Est. The conference will be virtual only, with no option for in-person attendance.
To obtain the TEAMs meeting link, please fill out the table in the attached word document, and email the word document to Michael Yucht and Fernando Cerpa-Rondon at michael.d.yucht.civ@us.navy.mil and fernando.a.cerparondon.civ@us.navy.mil. Once the table is received, a TEAMs link will be provided to each person listed in the table. Please note this is required from everyone, even if you already emailed us expressing your interest or desire to attend. For tracking purposes, the meeting link is NOT allowed to be forwarded to anyone else. We will be checking at the start of the conference, and removing anyone not signed up from the meeting.
All questions from industry regarding the draft RFP, or the pre-solicitation conference, are due Thursday 30 January 2025 at 13:00 Est. Please submit questions utilizing attachment L-1 iCSS Solicitation Question and Answer Form provided with the Draft RFP in iCSS Special Notice N6134025R0004-0003.
Finally, we wanted to provide industry with some anticipated changes to the Draft RFP that will be in the final RFP:
Joint Venture (JV) agreement will be removed from the required gate check in section L and M, and added to Volume 3: Price/Cost Proposal. The JV agreement is considered a Contracting Officer's responsibility determination and is not considered source selection evaluation criteria On Page 95, “FPR” will be corrected to “PBR” under section 3.1 Cost Reimbursement CLINs.
