- Developers globally primarily face: (i) Challenges of access to capital; (ii) Inability to scale up traditional construction techniques/adoption of innovative techniques; (iii) Relatively expensive and poor-quality construction materials/equipment; and (iv) Inadequate/misleading and poor-quality market data. On the other hand, local commercial banks face tight long-term resources implying an asset-liability mismatch and credit methodology not adapted to housing finance.The Pillar Social Sustainability Assessment (PSSA) tool is an evidence-based rating tool created by IFC, to assess the social sustainability of housing projects. The tool improves the ability to plan, manage and facilitate sustainable and resilient, residential master-planned communities. The tool also provides benchmarking and good practice guidelines collected from both developed and emerging markets to facilitate socially sustainable residential projects. The PSSA tool offers a data-driven approach based on market-led best practice metrics to objectively measure project performance in reaching sustainability standards in project definition, planning and design, construction and operations stages, and across five outcome areas: i) affordable living, ii) local economy and services, iii) health, personal safety and wellbeing, iv) green living and resilience to natural hazards. It is being used with developers to help them learn and incorporate social sustainability into project designs and plans by assessing, training and coaching, and re-assessing developers on their project-s social sustainability. The PSSA tool has been designed and used in South Africa, Mexico, Colombia, India, Rwanda, and Senegal. The PSSA assessment is a two-phased process and is carried out by an IFC-certified assessor.
