Description
This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Dobbins Air Reserve Base has a requirement to provide all labor, materials, equipment, transportation, reports, and other documentation necessary to perform invasive plant species management within the boundaries of Dobbins installation IAW the Performance Work Statement (PWS). This requirement is 100% set-aside for Small Business. Set-aside is in accordance with FAR 19.502-2.
Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, will solicit a contract to perform invasive species management at Dobbins ARB, GA.

Contract will be Firm-Fixed-Price
Period of Performance: One Base Year with four one-year option periods with total period not to exceed five years
NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://sam.gov to register and/or obtain information about the SAM program. No Foreign participation is allowed.

All Offerors shall possess a State of Georgia Pesticide Contractor-s License and a State of Georgia Commercial Applicator License in the Forest Pest Control (23) category at the time of quote submission to be considered.

The solicitation will be available on or about 14 July 2025 on the Contracting web page at https://sam.gov. Paper copies will not be available. The anticipated quote due date is 27 Aug 2025 @ 02:00 p.m. Eastern Daylight Time.
