THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planningand information purposes and is not to be construed as a commitment by the U.S. Government to issuea subsequent solicitation (Request for Proposal, etc.). This RFI does not commit the U.S. Government tocontract for any supply or service. IRS is not seeking proposals at this time. Further, IRS will not acceptunsolicited proposals in response to this RFI. Participants in this market research are advised that theU.S. Government will not pay any costs incurred in response to this RFI. All costs associated withresponding to this RFI will be solely at the interested party's expense. Responses to this RFI will be usedto identify potential sources, vehicles and set asides for specific small business classifications. Therefore,while not responding to this RFI does not directly preclude a vendor from participating in a futuresolicitation, not responding to this RFI could impact procurement decisions that affect a vendor-s abilityto participate in future solicitation(s). There is no funding set aside for this requirement at the time ofthis RFI.IRS may use the responses to this RFI in developing a procurement strategy. IRS will weigh the capability,quality and expected lifecycle of the proposed solutions, technical environment, flexibility andadaptability to future needs, the quality of the implementation plan, time to implement, total cost ofownership of the system, and the level of risk in consideration of the formal procurement strategy. Theinformation provided in this RFI is subject to change and is not binding on the U.S. Government. Allsubmissions become the property of the U.S. Government and will not be returned. Responses to the RFImay be used to develop U.S. Government documentation.
