Description
The Department of Energy (DOE) / Western Area Power Administration (WAPA) intends to issue a single source award, under the authority of FAR 13.106-1(b)(1), Simplified Acquisitions, to Daniel L. Sun, Inc., DBA Sun Net Consulting (SNC) of San Jose, CA for Transmission Outage Application (iTOA) Enhancement Replacement to implement Substation Visit Log Interactive Voice Response (IVR) and Mobile Entry Module in WAPA. Sun-Net Consulting, Inc. is the only offeror for these enhancements, as it is proprietary software to the existing SNC iTOA currently implemented WAPA-wide. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code for this acquisition is 513210, and the size standard is $47M. This notice of intent is for information purposes only. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. No solicitation package will be publicly issued. All sources eligible to meet this requirement must respond in writing no later than the response date. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Responses must be supported with clear and convincing evidence that clearly articulate the company's ability to satisfy the Government's requirements. If WAPA identifies no other capable sources by the response date, then a single source acquisition award will be made. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
