THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which states Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Furthermore, FAR 13.500(a) authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7.5 million, including options, if the Contracting Officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial products or commercial services. The Contracting Officer intends to utilize simplified acquisition procedures included within FAR Part 13 and intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1).

Joint Base Charleston (JB CHS) - Air Base (AB) and Weapons Station (WS), SC requires potable water (including fire protection) and sanitary sewer utility services. The 628th Contracting Squadron located at 101 E. Hill Blvd, JB CHS, SC 29404 intends to award a 12-month firm-fixed-price purchase order contract to Charleston Water System (Commissioner of Public Works), 103 St Philip St, Charleston, SC 29403 for this requirement. The Period of Performance is 01 July 2025 - 30 June 2026.
