The attached statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at JB-MDL NJ. The current GV system consists of forty-two (42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. McGuire was upgraded during Phase 1 with SiRcom siren arrays and SiRcom control units. This SOO provides for Phase 2 of this requirement and will continue and complete the upgrade to the Dix, Ranges, and Lakehurst areas; it shall require installation of SiRcom equipment for interoperability and compatibility with the recently upgraded McGuire GV in Phase 1 and to achieve uniformity for the whole JB-MDL GV system. The upgraded GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the entire JB-MDL NJ populace. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The upgraded stand-alone GV system shall provide sufficient intelligible voice coverage for the entire joint base populace with real time emergency alerting messages and accurate system health activities. A site visit will be held for this solicitation on 04 September 2025.
