  Naval Surface Warfare Center (NSWC) Crane has a requirement for repair services required for the Surface Electronic Warfare Improvement Program (SEWIP) AN/SLQ-32(V)7 configuration, specifically the functional block 3 subsystem. Required support consists of repair of SEWIP Block 3 configuration items, update of repair assets to the latest approved configuration, and providing data associated with repair services. As the designated In-Service Engineering Agent (ISEA), Software Support Activity (SSA), Technical Manual Maintenance Activity (TMMA), Product Support Integrator (PSI), and Depot repair facility, the Maritime Electromagnetic Warfare Systems Division (MEWSD) is responsible for lifecycle support of the AN/SLQ-32 family of systems. Anticipated job order is anticipated to cover one base year with two option years for a total potential performance period of three (3) years.
  The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation (NGSC) 1580B W Nursery Rd, Linthicum Heights, Maryland 21090-2202 under the authority of 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis due to the lack of sufficient Government owned technical data, extensive duplication of costs that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency-s requirement through any other source.
