The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Advanced Aluminum Structures, Inc., d/b/a Landsport, CAGE Code: 5BYW6, for the procurement of 10k lbs Quick Engine Change (QEC) Dolly Axle Service Stands, P/N: 10-24-228-ESM-A in support of the KC-130J Program. This service stand and included ramps are required to place the QEC Dolly into the correct position under the C-130 nacelle and engnie during maintenance.
The Government intends to solicit this requirement under the authority of 10 USC 3204(a)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The axle service stand is solely manufactured and distributed by Landsport as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary rights to the drawing and design of this equipment, and is not selling any of the rights. Landsport is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required axle service stands. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other service stands that can be sourced to meet this requirement.

However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
