FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.This is a Special Notice (PUR250152) with the intent to award a sole source purchase order to John Wiley & Sons, Inc., under the authority of FAR 13.106-1 based on their unique technical qualifications as the only known company authorized to provide renewal licenses for the KnowItAll Infrared (IR) Spectral Library software. The National Transportation Safety Board (NTSB) knows of no other sources for this requirement. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide the required work.The NTSB is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.The NTSB has a requirement to renew one (1) software license to access the KnowItAll IR Spectral Library. The Materials Laboratory has one (1) Fourier-Transform infra-Red (FT-IR) spectrophotometer. The library search software that is compatible with the FT-IR spectrometer that was previously produced by Bio-Rad Laboratories, Inc. and is now owned by John Wiley & Sons, Inc. The Wiley software identifies unknown materials, spectral library searches are necessary to compare the spectra of the unknown material with those of known materials. The software renewal is critical to the operation of the Materials Laboratory and is required to allow unlimited access to spectral libraries. This is a recurring annual software license.
