- Laboratory Testing Services for Water and Wastewater Treatment Plants. Any samples for which the Vendor/Contractor does not hold certification can be subcontracted to another certified lab, however all billing will be between the awarded Vendor/Contractor and the County. The Vendor/Contractor will be required to have a portal to post invoices and testing and sampling results. The Vendor/Contractor will assist the Utilities Department to set up the portal, through working with the project manager. Testing required by the Countys Florida Department of Environmental Protection operating permit for each County plant.
