SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Pharmacy (CMOP) located in Lancaster, TX., is proposing to negotiate a contract with QUALITY MANUFACTURING SYSTEMS INC (QMSI), a Small Business on a sole source basis for the following requirement: The Government believes the reason justifying this sole source procurement is that QMSI is the only responsible source that can meet this need, and that will satisfy the agency's requirement for which the Government intends to solicit and negotiate under the authority of FAR 8.405-6(a)(1)(B).This is not a request for quotes and any interested party may notify the network contracting office (NCO) 15, via email to kelly.mann@va.gov to express their ability to provide these products for future needs.
