Special NoticeArmy Contracting Command APG, Tobyhanna Division intends to award a sole source supply for Coating, Polyurethane,Single Component, 686A Tan 33446. This is a Notice of Intent to issue a negotiated sole source Proposed Contract Actionunder the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice isfor information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will beawarded on the basis of offers received in response to this notice. The associated North American Industry ClassificationSystem (NAICS) code is 325510 with a size standard of 1,000 employees.The Government intends to negotiate a sole source contract with:Hentzen Coatings Inc6937 W Mill RdMilwaukee, Wisconsin 53218-1225Technical data sheets were obtained and reviewed for acceptable product application parameters. Several coatings wereused and coating characteristics were evaluated.In May 2021, testing was done on Sherwin-Williams' part numbers F93H704 and F93G704, which did not perform up to ourrequirements. There was a significant amount of blistering (paint defect) that occurred during the testing, when applied byroller the texture of the paint did not leave a smooth finish, the sheen was inconsistent (glossier in areas with higher millage),and overall, use of this product did not result in a uniform finish.Responses received will be evaluated; however a determination by the Government not to compete the proposedprocurement based upon responses to this notice is solely within the discretion of the Government. The Governmentanticipates an award date on or before 21 May 2025.
