Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification to a Cost-Plus Fixed Fee (CPFF) Delivery Order (DO) N0001922F0010 to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) against Basic Ordering Agreement (BOA) N00019-19-G-0011. The anticipated DO is to incorporate the following scope: Conduct Failure Review Boards, perform verification or assessment of AGM-158C-3 requirements, support Independent Technical Risk Assessment, perform integration of WDL software, provide antenna models, provide time-of flight and training LAR tables, support System Level Ground Test, perform test asset repair and support for carrier suitability testing.
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the Long-Range Anti-Ship Missile (LRASM). LMMFC alone has the requisite knowledge, experience, and technical data that can meet the Government's requirements within the required timeframe. Accordingly, LMMFC is the only known qualified, responsible source that can fulfill the requirements specified herein.
