Description
THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISTION REGULATION (FAR) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Pacific Marine Equipment, LLC/Hundested Propeller, LLC, for Dredge Yaquina Main Propulsion Propeller Blade Procurement. Dredge Yaquina-s home port is in Portland Oregon.
The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source.
The Dredge Yaquina is a U.S. flagged vessel owned by the federal government. The vessel is currently fully inspected under the authority of the U. S. Coast Guard. Requirements for maintaining certificates authorizing the operation of this vessel in U.S. territorial waters. The Dredge Yaquina was re-powered in phases between 2008 and 2012 to increase efficiency and dredging production. At this time, the propulsion system was upgraded to accommodate the new main propulsion engine and reduction gear. This included new propulsion shaft design, hub assembly, and propeller blade design. These were provided by the original equipment manufacturer, Hundested Propeller.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333613. The size standard is 750 employees for the NAICS code defined by the U.S. Small Business Administration.
