The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Division in support of the U.S. Army Combat Capabilities Development Command - Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to FEI Company located at 5350 North East Dawson Creek Drive, Hillsboro, Oregon 97124-5793, under the authority as prescribed in FAR 13.106-1(b)(1).
The requirement is for the preventative maintenance of the Thermo Fisher Scientific - FEI model Quattro S Field Emission Environmental Scanning Electron Microscope (FE-ESEM) to include one scheduled Preventative Maintenance service visit with a Field Emission Gun (FEG) filament replacement as well as unscheduled emergency visits to diagnose and repair/replace any covered issues. FEI Company, whose Highest-Level Owner is Thermo Fisher Scientific, is the only known company capable of providing the preventative maintenance services as any required replacement parts are custom designed for Thermo Fisher Scientific - FEI, and these parts are protected under patents and not available otherwise. Additionally, adjustments to critical control software of the FE-ESEM requires Service Engineer or Factory level administrative rights passwords to access and edit, and these rights are not available to non-Thermo Fisher Scientific - FEI employees.
