Description
Sierra Army Depot located in Herlong, CA has a requirement for a contractor to provide regular Operations and Maintenance (O&M) and emergency repairs to the natural gas pipeline at depot. The Government would like to reserve the option to have a contractor install additional regulator station(s) during the performance of the contract.
The Department of Transportation (DOT) sets minimum federal safety standards for the Pipeline at 49 CFR 192, Transportation of Natural Gas and Other Gas by Pipeline. This includes the standards for Operations and Maintenance of the lines.
The Army intends to award one firm-fixed price/ T &M contract (a single award IDIQ with three ordering periods) as a result of this solicitation. This requirement is solicited as 100% for Small Business and will be conducted using Simplified Acquisition Procedures in accordance with FAR part 12 and 13.5.
The North American Industrial Classification Code (NAICS) is 486210. The related business size standard is $41.5 million.
In accordance with FAR Clause 52.204-7; Contractors are required to be registered with the System for Award Management (SAM) when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract resulting from this solicitation.
All responsible sources may submit a quote USING Standard Form (SF) 1449, which all be considered. In accordance with FAR 5.102(d), availability of this solicitation will be limited to the electronic medium.
