  This requirement will be issued as a Full and Open Competition
  The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Administration standard of $45 million dollars in annual receipts averaged over a business-s latest three (3) complete fiscal years or (except in the Business Loan and Disaster Loan Programs) five (5) complete fiscal years to determine the average annual receipts. If a business hasn-t been in business for five (5) years, multiply its average weekly revenue by 52 to determine its average annual receipts.
  This contract will be Full and Open, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedures. This procurement will be competitive, utilizing the Tradeoff Process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors. It allows the Government to accept other than the lowest priced offeror or different than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
