Pre-solicitation NoticeSolicitation Number: N6523626QE010Title: MATLAB Software License Maintenance Support (MS) Renewal for LicensesThe purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Mathworks, Inc. for various Mathworks toolboxes for modeling algorithms and predicting radio behavior. The Government intends to negotiate solely with Mathworks, Inc under the authority of FAR 13.106-1(b). The only supplier of Matlab licenses and non-MathWorks tools for execution of code written for Matlab. The NAICS Code is 541519 and the Small Business Size Standard is Small Business Set-Aside.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the presolicitation notice can be submitted via the SAM.gov website by 12:00 p.m Eastern Standard time (EST) 7 November 2025. Questions concerning this notice should be directed to Michelle Pierce at michelle.a.pierce15.civ@us.navy.mil. All responses received by 7 November 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
