This action became necessary when, during market research, confusion arose about the availability of these supplies through a mandatory source, DLA Troop Support, and caused an extensive delay in determining that, even though all required reagents are listed at that agency's website (thus prohibiting local contracting for these supplies), the reagents are not available and that in fact a local contract is necessary.
