- Theassignment seeks to conduct a trustee level Mid-Term Evaluation (MTE) of theRisk Finance Umbrella (RFU) Multi-donor Trust Fund (MDTF) Program. The RFUProgram aims to strengthen the financial resilience of low- and middle-incomecountries against disasters, climate shocks and other crises. Objectives of theassignment are to: i. Reviewand assess the implementation progress, initial results and impacts inaccordance with the RFU results framework and theory of change;ii. Providefindings, lessons learnt and practical recommendations to inform the RFUPartnership Council, World Bank Management and Program Management Unit on anystrategic adjustments and operational improvements to maximize developmenteffectiveness; andiii. Informfuture design and implementation. TheMTE will be the first evaluation to be conducted for the RFU by an externalparty. It will assess the Program-s performance, management, implementation,and results for the past 3 years since inception in 2022 through June 30, 2025.The MTE will have a strong focus on learning where its findings and lessonslearnt will be used to inform relevant stakeholders in the remainder of theProgram life cycle. The main audiences of the MTE report are the RFU-scontributing donors, development partners, the World Bank management, and theRFU PMU.
